I think there's an option in PCSX2 to lower the emulated clock speed of the PS2 CPU, and lowering that can cause the game to fallback on its own lag handling, which in some cases could result at the game locking at a lower framerate. I'd play around with stuff like cycle stealing and whatnot to see if it gives the desired effect.
