It seems like the most likely cause is corrosion in the IOD (ignition off draw) fuse contacts in the fusebox under the hood. Sometimes all you need to do is remove and re-seat the fuse. Of course, if it is blown you need to replace it but, then you may also need to look for a short somewhere.
