every time you dont pick a talent it gets rarer until it starts to rarely show up. My guess is that you got it a couple of times but never picked it because there were better cards so now it’s super rare. Im pretty sure you need 40 willpower to get the last mental fortress card. I've gotten it at well above lvl 30.
