Rav4 key won't turn.

Hello everyone, I am new to this forum. I have a 2007 RAV4 Limited V6. I lost one of the my Key FOBs and found that the local Toyota dealer is charging an ridiculous amount for a new FOB, ($175 - $200). I bought a replacement FOB on ebay for $45. I had the key cut at a local locksmith for $4.95. I found a TSB for programming the FOB on this forum.NEVER force the key to turn. NEVER force the key into the ignition. Problem 3. Worn, damaged, or bent key. 1. Try pulling the key out a very small amount before gently turning key. (About 1/16 of an inch, the thickness of a nickel). 2. All dash lights except headlight/highbeam and the door ajar indicators should go out when the key is shut off. CEL and Oil will always be on when the key is on and the engine is not running.

My friend has a 99 Rav4 and today all of a sudden the key won't turn after inserting it. The wheel lock is not initiated, there is no tension on the tires. Googled a bit and found it can be the cylinder.
