Start it yourself and choose to activate Join Request. There's probably a bunch of people doing the same thing as you, just waiting for someone to start to quest. You'll have three more hunters join in no time. If you're on Switch you might try deleting your network and re-adding it.

Online status doesn't effect any other game so why would it effect only Rise as it never effect Worlds/Iceborne either.
