I have a highway and multiple cargo bays for trains and ships (however none of these have trucks running through them and picking things up?) and my buildings in my industrial district still have this issue. ... The farms are often asking for more raw materials dispute the “balanced” silos being 90-100% full. Are your silos set to fill? Balanced doesn’t work properly. Fill will first fill up the warehouse, and then prioritize local requests over export. Balanced starts exporting at 50%, even if there are local requests.Use enough silos and warehouses as a link and buffer storage between factories and industries. They also have their own trucks to transport the raw materials. In this way you can compensate for shortages and surpluses. Keep the transport routes between the factories as short as possible. I have terrific traffic flow for trucks and I have a cargo train station right next to it with no traffic flow issues. Try even more silos. If set to empty and the silos are still at 100% - the silo’s trucks are 100% utilized exporting goods to empty the silo. Try dropping down a lot of silos in the area such that each one only has 1 or 2 trucks in circulation at a time.
