Whining noise may be alternator, but the examples you posted sound more like power steering whine. This happens when air get pulled in the suction side of PS pump. Air causes bubbes in fluid and pump whines. Fix is to repair air leak, usually a $2 oring on the suction inlet fitting to the PS pump.

If you're alternator is bad then replace it but if if the charging light appears and reappears as you drive and go's away then it's probably bad wiring in the positive battery harness.
