No. I was told you can UPT after a transfer. I was told no VTO your first 30 days after a transfer but also told this policy is changing. 10 for promotions 15 for transfers. You can use your time as you like. As far as getting promoted most sites generally look for those with at least 10+ upt balance.

Yes! If you are negative on your upt and you have the pto to cover it then just put in 2 minutes of pto and you will be good. To get your UPT refunded then you will need to go to HR.
